That lunatic on the bike will get off with a warning after that, and a few hundred grand in a police brutality settlement. You can't just beat the hell out of someone just because you're all hyped up on adrenaline from your fight or flight syndrome. All police need some serious training on how to handle situations where their aggression will naturally run high.
